I'm a regular on Sitepoint forums but it is also well known for its marketplace facility where people buy and sell websites and services.
One advertisement that struck me is Need Backlinks? BuyBlogComments.Com! On Pageranked websites.
The notice goes on to say:

We target dofollow blogs and blogs with a decent a pagerank exclusively. We have been around since 2007 and have done more then 100,000 blog comments, we mostly work with big SEO company's but we also offer our services to everyone.
How it works?
Once you make an order with us my writers will find quality blogs that are related to your niche. My writers will then write a quality blog comment that is at least 10 words long (but most of the time the comments are longer). In the search engines eyes, a dofollow blog comment is a backlink. The more comments you order, the higher up in the search engines you will rank.
The price ranges from $10 for 40 comments to $220 for 1,000 comments.
To me, the thought of giving somebody else the responsibility to speak on your behalf (they will be using your details including your URL) on dozens of other blogs is terrifying.
Not only is there the real risk that they will make you look like an idiot by leaving nonsensical comments, but there is also the danger that low quality submissions will get you on the Akismet blacklist. Then you'll be in trouble - try getting out of that sin bin.
I've said it before and I'll say it again: commenting on other people's blogs is about building up genuine dialogue within your peer group, not rampaging through them in the hope of a quick, cheap link.
